  1. Driver version of the failing driver was 9.18.x from the Dell website. Since we did not have the issue on other models then the Ultrabooks it had to be related to difference in hardware. I just started disabling drivers. When disabling the VGA driver the Software Center started right away.
  2. Update the Video Card driver with the latest version from Intel. This solved my issue for both, Software Center and Powershell ISE.
