Figured it out. Downloaded all the applicable Windows 7 updates again and this time they applied. Perhaps a bad catalog?? -

I am having a similar issue. When I check a fresh image that I just created and scan for updates from Microsoft, it is coming up with 13 that are missing. These updates are on my WSUS server. When I look at the task sequence log it is running the step correctly, and when I look in the Windows Update log says it is scanning against my WSUS server and finds no updates.
