Windows 7/Windows 8.1 Profile Settings

What is the best way to set your image so that every user has the same profile for both OS's?

Windows 7 - Desktop, Favorites, IE Settings (home page, enable menu and favorites bar, etc)

Windows 8.1 - Same thing plus Tiles
