Applications stuck at 0% in software center

I am having some problems with the software center, all of the applications hang at downloading (0% complete). I have checked IIS and the website is running and has been restarted. I have also check the content status under the monitoring node and have also validated the content on the DP are check ok.

I have copied content from two log files below, any ideas are appreciated.

I would attempt canceling the deployment, redistribute the package, and redeploy. That seems to do it on stuck packages for me.

Is this just updating the content or deleting it and totally redistributing it?
