Once they've had their SCCM client installed they are no longer able to download dotnet 3.5 from programs and features. I'm guessing this is because of WSUS Anyway I have already found out how to install dotnet 3.5 on win8 using dism.. DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /Source:D:\sources\sxs But I wonder if there is a way to include this feature in WSUS so people can still use their pretty little GUI that pops up saying they need to install it. I would just make sure that .NET 3.5 is installed on all your machines, either via the standard deployment, or by deploying an application that will install it.
