SMS_WSUS_SYNC_MANAGER always critical

I cant get rid of the Message ID 6703: WSUS Synchronization failed.

Message: Failed to sync some of the updates.

Source: Microsoft.SystemsManagementServer.SoftwareUpdatesManagement.WsusSyncAction.WSyncAction.SyncUpdates.

Any Ideas ?

Looking into wsyncmgr.log it says:

Failed to sync update 43e0374e-d98e-4266-ab02-ae415ec8e119. Error: The Microsoft Software License Terms have not been completely downloaded and~~cannot be accepted. Source: Microsoft.UpdateServices.Internal.BaseApi.LicenseAgreement.GetById

Sync failed: Failed to sync some of the updates. Source: Microsoft.SystemsManagementServer.SoftwareUpdatesManagement.WsusSyncAction.WSyncAction.SyncUpdates

I've seen this error in different situations. One was were the proxy was wrongly configured and another was were the updates were not locally stored (which is configured during the installation of WSUS).

Neither of these are my case. I have all the updates stored locally. We dont have any proxy server and I am able to download alot of updates only some do not download.
