I ran into this same issue. Turns out, for whatever reason, if you have your passwords encrypted in the unattend.xml file, they can't be decrypted during the deployment process. Open up your unattend.xml file for that task sequence and click on Tools and uncheck the Hide Sensitive Data option and try it again. You shouldn't have any problems.
