There is nothing that I am aware of per application. - there is bits throttle setting in the clients settings but this is not per package/application/dp http://m.windowsnetworking.com/articles-tutorials/common/Introduction-to-Configuration-Manager-2012-Part4.html - I think you can configure a bits throttle on the dp through iis although I'm not sure if this is advisable in 2012....i had success doing this in a 2007 environment: http://www.iis.net/downloads/microsoft/bit-rate-throttling This would be configured on the dp server, and wouldn't be controllable per program/app. I hope this helps!
