Image size huge

Question

I have a Windows 7 Enterprise image that is 64bit, has SP1, 16 language packs, and is current with updates. It doesn't have any software installed. The image is almost 11GB. Should it be this big? If not, what can I do to reduce the size?

No, no apps are installed. It was created with the media that has Windows 7 and SP1 on it. I didn't have to install SP1 separately. I had an image that I created before the has 14 language packs which was around 7.25GB. Would 3 months worth of updates and two additional language packs take up over 3.75GB of space?
