Make a unintend file to get past System Locale and Keyboard layout

I'm hoping someone can help me, I've been having a huge probelm getting past the System Locale and Keyboard layout in a unattended. I've done both through creating a .xml file by hand and using the system image program, neither work. I've searched the internet over and really can't get a clear answer, if someone knows I would really like the answer posted as simply as possible.

 

Here is is the xml file I made:

or maybe my issue is I just need two files instead of one? I only have one of them applied to the image itself and nothing on the server. Any help is greatly appeciated.
