Microsoft Intune subscription

I need to setup Microsot intune contains 1 CAS and 2 Primary sites. Do i need to do microsoft subscription on CAS or Primary site.

If you have a hierarchy, you must install this role on the CAS server as described here

I am new to this Intune as well as for SCCM. From the blog, i understood Intune connector need to be installed on CAS and subscription can be integrated on primary site.

To understand better why cant role as well as subscription done on CAS so that it will be available for hierarchy.
