1602 to 1606 upgrade stuck on installing

Hi All, I have a 1602 site that I am trying to upgrade to 1606. It initially failed prerequisite checks and I believe I resolved all of them. When I went to install, it is stuck in the state of "Installing" however I see no logs indicating that the install is actually happening. It has been sitting for many hours in this state.

I looked in Cmupdate.log and it is just says there are no pending update package to be processed.

Can anyone help me resolve this?

Yes, I have restarted SMS_Executive several times, as well as restarting the entire server and the situation remains.
