Moving your site database

Good afternoon/evening, I am trying to move my SCCM database from it's current server to another server, one that has W2K3 so that I can provide all the management style graphs. I have gone step by step through the guide by wmmayans:

but I am receiving the error message: "could not connect or execute sql query." I have tried various things online granting both servers new and old admin rights on each server as well as this suggestion here:

Nothing has worked as of yet, should I just scrap the server and build the SCCM server from scratch, which is what I read some where online. Any suggestions would be appreciated.
