PXE-E3B: TFTP Error - File not Found

I've setup new SCCM 2007 R2 install on a Windows 2003 R2 w/ SP2 server. I've gone through the guides and I can't get PXE to boot. I'm seeing the request in the smspxe.log. But it acts like not getting boot file from server. I've removed WDS and SPS multiple times. Done all kinds of fixes/suggestions from the Internet and nothing seems to help at this point.

 

In this setup DHCP is on separate server than SCCM. Both servers are on separate VLan than my clients. I'm using 2 IP Helper commands on the router to get requests to the servers.

 

Am I missing something obvious?

Don't know if this will help but below is section from smspxe.log. This is what I would expect to see. SCCM server is seeing my client and it is not in the database because it is a new computer. I've got my advertisement assigned to the unknown computers collection. I'm not getting the abortpxe.com so I assume that it is trying to send boot image. Not sure how to verify.
