Turns out I also have this problem and I worked around it by using my own administrator account.

 

I've compared the permissions of my own admin account with the SCCM Network Access account and they are exactly the same, so not sure why it's not working.

And I wouldn't put the file you are copying into the REMINST folder either, I created a separate share for the images (and other customisations)

You can:

right click Open Network and Sharing Center,

select Changeadvanpter setting,

click Wireless netwwork connection, clickProperties,

tick Client for Microsoft NW, hidden file sharing andInternet protocol Pronter 4, then uncheck the Inter PV6, QuoSpacket,

then Oke.
