At last I was able to find the real issue.

 

I had to export the Distribution Point Certificate, but I had placed it in the My Documents for the user I was logged in as. When I moved it to the Sources folder that has read access to everyone, the PXE portion was able to work, and has continually worked.

 

Now I have an issue with the task sequence running and not being able to find the Boot image, even though it has been deployed to the distribution point.
