Implementing Sites with permissions to a user to manage your site (primary site Geographically disperson)

I have a primary site independent, and 10 geographically separated locations, how I want to implement that in the primary site can generate and view all other sites and that each site a user can manage their IT deployments and site updates, inventory what Manage from your location and I can do it from my main site. this is possible?, you can install a secondary console in place for the management do its locally without entering the main site is in another place outside the country?
