Best Way to Deploy Windows 2008 without use of PXE being installed

OK, i am looking for a method to deploy windows 2008 on large scale, but i am not able to use PXE, DHCP is sometimes available, but PXE is a big no. Was hoping to loook at SCCM or WDS but they both seem to require PXE, was hoping way round it using bootable PE disks or USB?

 

Ideas would be much appreciated.

you can use sccm to create bootable cds, usb keys, dvds so no need for pxe at all
