Can't get Application Catalog to install Portalweb.msi 1603 error

We have a SCCM 2012 server that was setup about a year ago running SP1 at this time. I'm trying to get the appliation catalog set up so our users can request applications to be installed and get approved or denied by our IT team. I go to the server I want the role running from go to add it and when I check the logs I'm getting an error saying that a Fatal MSI error happened with Portaweb.msi and a 1603 error code. Here is a snip of the error I'm seeing in the log

I can't seem to find any info in the google searches I've done. Any one have any ideas?
