Applications fail to Auto install Past Due - Will be installed

Ok this is driving me nuts.
I have built some application packages to be installed to a devoce as "Required"

In software center the client does see the application availiable and set for required.

But it will never install.

It shows Past Due - Will be installed.

 

I have set to perform the install outside of the maintenance window.

Installed whenno one is logged on.

 

If I look in the CCMcache folder I see the client has downloaded the package.

 

If I click Install or Schedule Install it will install but if I just leave it it never installs.

 

The appenforce log shows the following that looks like it sees the package that needs to be installed...

What am I missing..
