Certain Runbook won't execute from SCCM 2012 R2 w/ MDT 2013

We have SCCM 2012 R2 and SCOrch 2012 R2.

There's an OSD TS that has many runbooks. 90% of the time everything runs fine, but there's 10% of the computers that would fail on a specific runbook (while executing other runbooks just fine).

There's no log history that this runbook had ever been executed on these clients

FAILURE ( 10801 ): Unable to create Orchestrator job for the specified runbook.

Now if I run the runbook directly from web services and type in the parameters manually, it runs fine.
